My Landlord is ripping the State off?

Hi, my landlord is claiming rent allowance ofr a tennant who is not living at the property, is this reason to cease the lease, basically i am renting a 3 bed accomodation and she is claiming someone is renting a room, when they are not, so therefore getting €287 from the HSE and 950 from me, surely as i am the tennant i should be consuklted here, i reported it to her and she said ''oh its legitimate he owed me money'' when i confronted the previous tennant he said ''i did not wnat to do it i owed her a debt u know yourself''..... Any advice guys
