How did governments and monarchies establish themselves in ancient times?

How did governments and monarchies establish themselves in ancient times without every individual doing whatever the hell he/she wanted? Where did the control come from and how was it maintained along with a system of bureaucracy? By 'ancient' I suppose that could mean either Sumeria or later civilizations like China and India.
