My 2 year old granddaughter gets wind burn and sun burn even if she' outside for 5 min.?

I don't know what else to do for her. Its been so windy down here in florida and now we are getting warmer days she likes to go outside but every time we do her little face gets beat red from the wind/sun. She wont keep a hat on either. I put sunblock on her that is 50 SPF. Any suggestions?
