Fundraising question/ Is this illegal....?

I want to raise money for things like aspca or just keep the money. these fundraising companies have like a minimum buy of like 8 boxes! i dont want that much! can i just buy a big box of like orted Hershey's or something and sell the chocolate bars? Is that illegal?
