How can the healthcare industry make it affordable for children of low income families?

Congress is trying to undermine Bush's plan of making it impossible for low income healthcare for children. Since there's so much inflation with the cost of healthcare these days and Republicans would rather systematically exterminate low income children with health issues by cutting them off from public istance, what are they supposed to do? It's not the childrens' fault that they were born in poor families. Sterilizing low income couples would be like living in communist China with less freedom.
